On Business:

Dick Black had a 100% rating from NFIB (National Federation of Independent Business). Black opposes vexatious litigation, high taxes and cumbersome regulations. Dick Black was the most steadfast supporter of Virginia’s Right to Work Law. National Right to Work named Delegate Black its national legislator of the year in 2003 with the Senator Paul Fannin Award.

On Globalization:

Delegate Black is a staunch supporter of U.S. sovereignty. He supports free trade but not at the expense of American jobs. Dick believes that America must maintain a heavy industrial base that keeps us independent of any foreign power. Dick Black opposes the creation of the North American Trade Union between Mexico, Canada and the U.S. He believes there is no constitutional right to abrogate our nation's powers or to subordinate the American people to the will of international bodies. Black opposes NAFTA and other schemes to substitute cheap foreign labor for American workers

On the Right to Life:

Dick Black introduced pro-life legislation every year in office. Dick enacted the only legislation since Roe v. Wade that actually prohibits any abortions. That was his Parental Consent law which has saved hundreds and perhaps thousands of children's lives already. When the Senate balked at passage, Black sent 28¢ plastic fetal models to the Senators and the resulting furor shamed them into passing his bill. Dick Black received numerous pro-life awards including the Brent Society Distinguished Service Award, the Project Michael Award and the American Eagle Award. For eight years, Delegate Black cosponsored more pro-life legislation than any other legislator and introduced more than any legislator except for Delegate Bob Marshall.

On Marriage:

Delegate Black worked closely with Delegate Bob Marshall on the concept for a Marriage bill and the Constitutional Amendment on marriage. Black believes that marriage is God-ordained and that any attempt to alter it is invalid. Marriage is biologically natural. It must be defended as the union of one man and one woman at all costs. Delegate Black was named Family Foundation’s Legislator of the Year for Northern Virginia.

On Immigration:

Dick Black believes that the borders must be effectively sealed. The collapse of the Southern borders is America's most pressing national security threat. There must be no amnesty. Black voted for every bill to limit access to illegals including a bill to deny them in-state tuition. Delegate Black was Chairman of the Subcommittee that hammered out legislation to prohibit illegals from obtaining Virginia drivers' licenses. Immigration should occur in an orderly way and only legal immigrants should be admitted.

On Firearms:

Dick Black introduced 2nd Amendment legislation every year in office. He enacted the Firearms Preemption Law that swept away local gun control rules across the state. He successfully challenged a ban on concealed carry in State Parks that had been on the books for 21-years. Black was endorsed by NRA, GOA, VCDL and Virginia Gun Owners throughout his tenure. The NRA gave Black a perfect A+ rating.

On Religious Liberty:

Court-imposed restrictions on religious liberty threaten our existence as a free people. This nation was founded by devoutly religious Christians. They established a nation where people of all faiths could worship without impediment. Rules, laws and court decrees to the contrary violate the 1st Amendment.

On Taxes:

Dick Black signed the No New Taxes Pledge and never voted for a single new tax in eight years. Dick helped lead the fight against the ½ cent sales tax in 2002. He sued Gov. Warner and Gov. Kaine to block separate tax increases. Delegate Black enacted two bills that cut taxes for seniors and disabled persons. He sponsored a cap on property taxes and several other tax cuts. Dick Black believes that we should seriously consider replacing the federal tax system with the Fair Tax and disband the IRS.

On Education:

Dick Black supported higher teacher pay each year in office. Delegate Black developed and cosponsored the Tuition Tax Credit bill. He is a major supporter of Home Schooling. Half of his office personnel were home schooled. Black favors strict limits on federal involvement in education and supports abolishing the U.S. Dept. of Education.

On Highways:

Delegate Black supports maximum funding for highway construction with minimal federal regulation. Federal highway funding is overly encumbered with red tape and that should be changed. As Delegate, he enacted four bills that obtained $200 million in funding to construct six highway interchanges and widen Rt. 28 to create the Rt. 28 Freeway. Black believes that bridge and highway infrastructure are among government’s best investments.

On Energy:

Dick Black believes we should encourage nuclear power by reducing regulatory constraints. We need to utilize America’s abundant off-shore oil and gas resources and develop oil shale deposits where economically feasible. We must avoid “carbon taxes” and other schemes that impede energy production.
